PRIMARY PREVENTION

  • Clinica Sierra Vista

    One of the oldest teen pregnancy prevention programs in Kern County, I&E uses the Living Effectively And Responsibly Now (LEARN) curriculum, which is a 12-day comprehensive curriculum offered at many of the Kern High School District’s campuses.

  • Family Life Education Program

    FLE is a comprehensive 14-day family life education curriculum provided to junior high and middle school students in Bakersfield and surrounding communities.


Community Challenge Grants (Proposed to be eliminated by July, 1 2011)
  • Community Action Partnership of Kern — Shafter Youth Center, Contact: Lois Hannible, 455 E. Euclid Ave., Shafter, CA 93263, 746-8235
    Program serves the Shafter area and provides after school program for Shafter-area students. Other services include summer youth program, teen pregnancy prevention program and parenting classes (English and Spanish).

  • Ebony Counseling Center — Community Challenge Grant, Contact: Stephanie Campbell, 1301 California Ave., Bakersfield, CA 93304, 324-4756
    Program serves the Bakersfield area and provides after-school programs at eight Bakersfield City School District school sites, using Reducing the Risk and Life Skills curricula and a various activities. Also provide Youth Leadership Program with four local high school students.

    Program serves the Bakersfield and Arvin areas and provides the following services:
    * Safer Choices Curriculum in Bakersfield area Court and Community Schools
    * Teen Outreach Program at East and Arvin High Schools
    * “Baby Think It Over” — most Kern High School District high schools
    * Teen Parent Panels — most Kern High School District high schools
    * Teen Parent Support Groups at two locations

    Program serves the Kern River Valley area and provides the following services:
    * Safer Choices Curriculum at middle schools in Kern River Valley
    * “Baby Think It Over” Program
    * Young Men as Fathers Curriculum at Camp Owen
    * Middle and High School Assemblies
    * Mentoring program for middle school girls
    * Health fairs — community awareness

    Program serves Delano, Maricopa, Taft and Wasco area and provides the following services:
    * Reducing the Risk curriculum at Maricopa, Delano, Wasco and Robert Kennedy High Schools
    * Draw the Line, Respect the Line at several middle schools in Delano, Maricopa, Semitropic, Wasco and Taft
    * Parenting classes at the PACT Center at Valencia Continuation High School in Delano for pregnant/parenting teens
    * Health fairs — community awareness

Faith-Based Programs

    The No Regrets Curriculum — 15 topics, including:
    * PowerPoint presentation of fetal development and nongraphic discussion of abortion
    * Why wait for marriage, including STDs, pregnancy, birth control, options and other consequences
    * How to make waiting a reality, including dating, understanding relationships and gender differences
    * Puberty for fifth- to eighth-graders

    Statutory Rape Vertical Prosecution Program

    Special program for investigating and prosecuting cases of unlawful intercourse between an adult and a minor under Penal Code 261.5. Charges are filed under two subsections:
    * Subsection C where there is an age difference of greater than three years. The penalty under subsection C is 16 months, two years or three years, depending on the individual circumstances of the case.
    * Subsection D where the minor is 15 years old or younger and the adult is 21 years old or older. The penalty under subsection D increases to two years, three years or four years, depending on the individual circumstances of the case.

SECONDARY PREVENTION

  • Adolescent Family Life Program

    Comprehensive case management services for pregnant and parenting teens and their babies, with a focus on healthy birth outcomes and well child care, including immunizations, reducing repeat pregnancies, completing high school, learning effective parenting skills, and becoming self-sufficient.

  • Black Infant Health Program

    Program designed for both older pregnant teens (18- and 19-year-olds) and adult mothers. Clients are recruited typically while they are pregnant and stay in the program until baby is 18 months old. There are three primary components: 1) Intensive educational sessions that include a 10-session prenatal and 10-session postpartum curricula; 2) case management and home visiting by family health advocates; 3) public health nurse visits to ensure a healthy pregnancy and positive birth outcomes.

  • Blanton Child Development Center

    Program provides support to parenting teens through parent education classes, home visitation, and promoting the importance of literacy and reading to children and participating in school readiness activities.

  • Cal-Learn Program

    Case Management Services: Clinica Sierra Vista — Adolescent and Family Services, Contact: Marilyn Golleher, 2707 F St., Bakersfield, CA 93301, 324-0293
    Comprehensive case management services for pregnant and parenting teens and their babies who are receiving cash aid and have not graduated from high school. The primary focus of Cal-Learn is on high school graduation or equivalency. Supportive services include child care, transportation and school supplies. Financial incentive and disincentives are provided: bonuses for good grades and sanctions for not getting at least passing grades or dropping out of school. Other services need to assist the teen parent with completing high school and becoming self-sufficient.

  • California School Age Family Education (Cal-SAFE)
  • (Delano and Sierra Sands programs may end by June 30, 2011)

  • Sierra Sands Unified School District — Cal-SAFE Program, Mesquite Continuation High School, Contact: Nancy Cox, 140 Drummond Ave., Ridgecrest, CA 93555, 760-446-6835
  • Cal-SAFE is the oldest school-based program serving expectant teens and teen parents at three locations in Kern County. Services include on-site child care centers that allow teen parents to attend school; infant and child development education for teen parents and other students; parenting skills; and linkages to other support services.
  • Family to Family Mentoring

    Family to Family works with CalWORKs youth, including teen parents. Using a research-based, structured team approach, adult mentors form partnerships with families to reduce dependency on public assistance programs and build self-confidence. Family to Family also offers teen parent workshops and gang prevention workshops.

  • Fatherhood Program

    An affiliate of the National Fatherhood Initiative, this program is open to both teen and adult fathers. Services include home visits, male support groups, father/child bonding activities, court-mandated parenting and neglect classes, teen father support groups and case management services.

  • Nurse Family Partnership Program

    This is an evidenced-based Public Health Nurse home-visiting program for first-time pregnant women, including teen moms. Women must enter before the 28th week of their pregnancy and stay in the program until their baby turns 2 years old. Services include intensive case management, parent education, child health and development assessments, building economic self-sufficiency, completion of education and job training, and finding adequate housing.

  • Perinatal Outreach Program (POP)

    POP provides case management for high-risk pregnant teens and adult women, particularly women who are using alcohol, tobacco or other drugs. Infants are followed for 18 months. Program focuses on access to early and continuous prenatal care, childhood immunizations and well child exams, and information on family planning, breast-feeding, safe sleeping and other relevant topics.

  • Teen Mentoring Program

    Trained adult mentors are paired with young parents, teaching them how to make better choices, modeling good parenting skills and helping these youth mature into independent, self-reliant adults. Program serves both teen mothers and teen fathers.
